We observed with and without RIM 2 rupees National Integration 1990 H mint

Manipulated.

Agree on manipulation. But because of all the red arrows in the image on the right, one may overlook that manipulation concerns the coin on the left. This date (1990) should have an octagon inside edge and you can clearly see traces of this on the coin on the left, both on obverse and reverse.

That said, I wouldn't know how exactly one could a tamper a coin like this without leaving fiercer traces.

It's not manipulated. Weight and security edge of both coin are almost same.
