This is a duit from seemingly 1698, Gelderland.

The problem however is, that this date isn't listed ANYWHERE in any catalogue.
Is this a potentially newly discovered date?

The Gelderland mint was definitely active in the late 1690s (there are many silver ducats from that period and province).

Another possibility is that the last digit is a zero (since the lower part of the 8 does not look fully formed).

The zero varied in size, but there was a small zero used on some dies:

But I agree, it looks like an 8 with a bit missing.

Yeah, I agree. I also thought it was a 0 at first, untill i saw the slanted part.

It could be a mistake by the engraver that resulted in it looking like a 8.

To me it looks like a 0, if it was an 8 it would have touched the flower what is under it imo.

...you can run,  but you can't hide...

Yeah it would be inside of the flower thing, which is possible but strange.

Yes, although I think he sent it to show that a number inside the flowers is possible.

This coin also has a flat spot in the bottom left corner of the zero, which would explain the same one on my example.
(although it's not as severe as my example)
