For Slovenia there is currently 2 similar banks:

Banka Slovenije

and

Bank of Slovenia (Banka Slovenije)

I suspect they are the same and should be merged. If not, what's the difference?

There is no difference, it is just double input of the same institution. One with the translation and the other without.
