Coin formerly believed to be from the Princely State of Nawanagar requires re-ID [solved]

I can make out a tiger looking image on what I assume is the obverse. I previously thought it was from the Princely State of Nawanagar but now I'm not sure. I am sure it's writing is some sort of Iranian or Indian language but I cannot tell nor read it (as it's illegible). 

 

It is roughly 2 grams and 16mm or 17mm
