ID and value needed on this medal - Russia? [solved]

Hello, I cannot read Russian (anyways, I think it is Russian-perhaps it is not) This medal or token appears to be some sort of 100th anniversary of the birth of someone. With 1771-1871 on the reverse and 1771-1825 (year of Death) of someone. I cannot find any info on this anywhere. Evan a translation to English would help me a lot. And much thanks in advance for any info. Value also needed.  Bob.
