Did these coins circulate only in the Ruhr and Rhein areas? 

What is the meaning of the phrase Deutsches Volk Opfer? I believe it translates into The German Peoples' Sacrifice. Does that refer to the heavy financial burden of the Versailles Treaty?

That page lists the token as a non-circulating coin. If correct that means it didn't circulate in Ruhr and Rhein or in other places.

I guess it is not a (non-circulating)coin at all, but more a kind of medal and the ‘denomination’ is not the face-value
 but the kind of money the Germans sacrified after the 1st world-war. Just my idea.

The Spendenmedaillen Deutsches Volksopfer Ruhr & Rhein (Donation Medals of the German People’s Relief for the Ruhr and Rhine) were issued in 1923 to support the Deutsches Volksopfer (German People’s Relief). The Deutsches Volksopfer was a fundraising campaign during the Weimar Republic to raise money to support people in the Ruhr region and along the Rhine, who were affected by the aftermath of World War I and inflation.  The collected donations were used for various purposes, such as housing children from the Rhine and Ruhr regions and the medals served as a way to thank and commemorate the donors.
