Add Reichskreditkassen as an issuer [solved]

The Reichskreditkassen is required as an issuing entity for the notes it produced during WWII, including this one.

Reichskreditkassen (RKK) wurden im September 1939 ursprünglich nur im besetzten Polen eingerichtet und fungierten zunächst als eine Art Zentralnotenbank für das Generalgouvernement; ab Mai 1940 Einrichtung der RKK auch in allen anderen besetzten Gebieten und damit erhebliche Erweiterung der Stellung und Aufgaben; die RKK regelten den Zahlungs- und Kreditverkehr für die deutschen Truppen und Verwaltungsbehörden und sollten den Wiederaufbau bzw. die Wiederaufnahme des Geld- und Kreditwesens in den besetzten Ländern vorbereiten; Hauptaufgabe war dabei die Ausgabe von Reichskreditkassenscheinen, die neben ihrer Funktion als Wehrmachtsgeld auch, neben der Landeswährung oder als neugeschaffene provisorische Landeswährung, gesetzliche Zahlungsmittel in den besetzten Gebieten waren; darüber hinaus waren die RKK bei der Ausgabe von Darlehen, der Wechseldiskontierung und im Giroverkehr tätig; oberste Verwaltungsbehörde war der Verwaltungsrat der RKK, der aus Vertretern der Reichsbank, des Reichsfinanzministeriums, des Reichswirtschaftsministeriums, dem Leiter der Reichsgruppe Banken und Vertretern des Oberkommandos der Wehrmacht bestand; der Geschäftsbetrieb wurde von der Hauptverwaltung (HV) der RKK, die in rechtlich selbständiger Form der Reichsbank eingegliedert war, durch Reichsbankbeamte geregelt; zur besseren Organisation unterhielt die HV in Brüssel einen Sonderbevollmächtigten West und in Krakau eine Verbindungsstelle Ost; die RKK wurden bei Wiederaufnahme der Tätigkeit bzw. bei Neugründung nationaler Notenbanken von diesen zum Teil übernommen bzw. aufgelöst.
 

Reichskreditkassen (RKK) were originally only established in occupied Poland in September 1939 and initially functioned as a kind of central bank for the Generalgouvernement; from May 1940, the RKK were also established in all other occupied territories, thus considerably expanding their position and tasks; the RKK regulated payment and credit transactions for the German troops and administrative authorities and were intended to prepare the reconstruction and resumption of the monetary and credit system in the occupied countries. The main task was to issue Reichskreditkassenscheine, which, in addition to their function as Wehrmacht money, were also legal tender in the occupied territories alongside the national currency or as a newly created provisional national currency; In addition, the RKK were active in issuing loans, discounting bills of exchange and in giro transactions; the supreme administrative authority was the RKK's administrative board, which consisted of representatives of the Reichsbank, the Reich Ministry of Finance, the Reich Ministry of Economics, the head of the Reich Banking Group and representatives of the High Command of the Wehrmacht; the business operations were regulated by the main administration (HV) of the RKK, which was incorporated into the Reichsbank in a legally independent form, by Reichsbank officials; for better organization, the HV maintained a special representative for the West in Brussels and a liaison office for the East in Krakow; the RKK were partly taken over or dissolved by national central banks when they resumed their activities or were newly founded.

Many thanks. As this demontrates, these notes shouldn't be listed under Germany, since that's the one place they weren't issued. I've suggested the creation of a separate issuer for the German occupied territories in both world wars which I think is being considered.

Thanks. The wider issue of moving these notes and the related coins to a separate issuer for the German occupied territories seems to have stalled. We still have “Ober Ost” for the WWI issues, whilst these notes and the two coins from WWII remain in Germany. We also have the notes issued for the British occupied territories from WWII listed under the UK. Do we need a clear statement in the guidelines to resolve these anomalies?
