It looks like a cutting issue. I do not believe this is considered as an error note as the miscut is not 'error' enough to be considered as an error note. You can still see the entire design within the rectangle frame of the note.
I bought a hybrid note of Lebanon 1000 pounds not long ago and the seller sent me the wrong note. This can be considered as an error nore due to the miscut nature. However, despite saying this, one must be careful as a miscut note can be derived from an uncut sheet and the error note was deliberately created to suck you in. I got a replacement for my purchase and got this note for free. BTW, I paid a very high price for the hybrid note I bought.

Forgot to mention that this is just my opinion. Others may totally disagree with me and would collect this as an error note.
But then your own formula can apply to your Lebanese note: the whole printing is inside the frame and this could also be cut from an uncut sheet. No?
The cutting of my Lebanese note can be seen overlapping. If your note is cut in such manner, then I would agree that is is an error note. To me, yours is just an off centered note. If your note is shown as below, then I would agree with you that it is an error note.

As for the Lebanese note, it was sent to me by mistake, and if you ask me if I would buy them, my answer is no, unless I know that there were no uncut sheets issued for this series.
