Kirin Province weird fake, help identify

The obverse of the coin is identical to 2 Jiao Xuantong (Kirin Type):  N#58296

The reverse of the coin is like 20 Fen Guanxu Kirin Province:  N#42192

Have you seen anything like this? Is this just a modern fake? Can it go to exonumia?

 

I haven't found anything like this on the internet…not even a modern fake…

Anyone has some info?

Thanks for the info,  size is 24mm, probably not silver,  edge is reeded. As you say, probably a modern fake. Just surprised I have not found it online anywhere!
