Mint Error News Magazine, #23 - 2008, page 100 says that in 2007, not only Washington but also Adams and Jefferson dollars could be issued without edge lettering. But I couldn't add lines to the pages for these coins because it says that "the list of years is complete and has been verified".

Isn't that a Mint error?

This is a very common error, which actually becomes a variety. In the case of the Washington dollar, it is also an error, but it is listed as a separate line in the catalog.

Mint errors are not to be listed as a variety (separate mintage line). They can be mentioned in the Comments section.  At least that's what the Guidelines say.

So this line should be removed from Washington dollar. Pages of all 3 coins should look the same.

Either that or modify the guidelines to address when exceptions are allowed. Otherwise every country/referee can do whatever they want however they want.

inconsistencies in a catalog make them less reliable.

I cannot delete the year line as there are people who own that coin. It needs to be done by a catalog admin.

From PCGS:

More excitement came once missing edge lettering dollars were discovered. These are considered major mint errors. Other more minor varieties have surfaced since then, including double overlapped edge lettering, double inverted edge lettering, and weak and partial edge lettering varieties.

Other edge lettering errors in this series reported by PCGS:

2007 James Madison Missing Edge Lettering

2008-P James Monroe Doubled Edge Lettering

2008-P James Monroe Doubled Edge Lettering-Inverted

2008-D James Monroe Doubled Edge Lettering-Overlap

2008 James Monroe Missing Edge Lettering

2008 Andrew Jackson Missing Edge Lettering

2010 Abraham Lincoln Missing Edge Lettering

2015 Dwight D. Eisenhower Missing Edge Lettering
