2 euro 2001 France-rotating bimetal

Hi, I have a two-euro coin from 2001, minted in France. The copper part can be rotated and is turned upside down. It cannot be removed, and if you look at the tip of number two, it is on the other side of the nickel part of the metal. Is it a described error and if so, where can I find it? The coin was obtained from a shop in Belgium.

That cannot happen at the mint. Someone removed the center turned it around and reinserted it. Considered post mint damage (PMD).

Look also like a fake coin. 

It is impossible to rotate and the two parts are striked together for real ones. 

Your belgium seller is to avoid.
