My opinion is, that this is made of bronze. Here is a listing on EBay that also says bronze. I searched through my book Franklin Mint Issues but did not find it listed.
Bronze is an alloy consisting primarily of copper, commonly with about 12–12.5% tin and often with the addition of other metals (including aluminium, manganese, nickel, or zinc)
