Regarding your second question: both sections contains items that were issued most probably by Chinese mint for commercial reasons in the time when Chechen Republic of Ichkeria was de-facto non-existed. I don't see any difference between them taking into account that issue of such coins is some kind of demonstration of quasi-independence of these places, therefore you can't understand which pretended Issuer “minted” them.
E.g. we can see that this item N#87062 is in the Chechnya section while it was definetly issued as a product of Chechen Republic of Ichkeria and contains a portrait of Dzhokhar Dudayev who was responsible for the serie of terroristic acts and other crimes against humanity.
So' I think for the avoidance of doubts these issuers shall be merged. Also I'm sure that at least for some of them there shall be a notice as it was done for ISIS stuff:
