This one is tough. On one hand, I'm fairly (70%) confident I see a 9 and 1. I think I see the an upper curve next to the 9, suggesting it's a 2.
I'd assume that this (1)291 AH. The five beaded flower motif suggested to me that it's Persian, or in the vicinity of modern day Iran, but I see that motif elsewhere more and more, so that's not really a strong indicator.
I think I see it beginning to say “Sultan”, suggesting it's not an anonymous copper. I also searched under silver, but found nothing.
However, I've looked on Zeno with those parameters and found…not much.
Searching numista for the year “1291” lead me to this: 
I think you should searching here and here and see if you can find an image of the coin with the same numerals and positioning as yours. I'd imagine the same dies were probably used on both the AE and ARs.
Should you find nothing, I'd keep exploring that region (Kashgar, Khoqand, etc).
Of course, I could be way way way off. But that's just my best guess as to where to start.
I know nothing about coins from Kashgar, but it seems interesting! It's late and I have to pretend I know what I'm doing at work tomorrow, so I'll leave it to you to investigate. Please circle back if you narrow it down!

The colour of the photo gives no clue as to the metal, is it tarnished silver? The weight is just 1 gram and only 10mm? This is very typical of Ottoman silver acke coins which were mass produced by most of the rulers, this very likely one of them. Alternatively it's one of the Khanates such as Crimea who also produced tiny thin silver coins
