By serial numbers repeating, do you mean several notes with the same serial number? In that case, that is normal. Notes were needed so quickly that many corners in their production were cut. On some of the later occupation notes (such as here), the serial numbers were engraved directly onto the printing plates, meaning any note printed in that position on the plate would have the same number.
