This is an interesting question. I do not have this note but would you consider this as an error or imperfect note?
Would this be considered similar to those notes that have been cut unevenly on both sides or cut misalignment on both sides (not well-centered or uneven border)?.
I'll have to get another one, I cannot add that mark to the catalog.

Definitely “something else.”
Errors are in your face, dramatic printing abnormalities. What you have photographed would be closer to a production flaw on the tactile markings on that Maldives note (as @ahkai has pointed out).

Flaws like that are usually on the sheets so they can be a whole skiff-full of blocks, typically affecting tens of thousands of notes.
I forgot to ask, how common are these flaws?
