I believe that the labels for touching/not touching the rim were interchanged
the image on the left definitely shows that the mint mark does not touch the rim but was labeled as touching the rim. The image on the rite says not touching the rim but the mintmark does.
It would also be nice if someone could show how the 2018 and 2019 1 Piso Frosted looks like and in comparison to a normal 1 Piso coin.
The person who created the image or someone who has a copy of the two coins is the best person to say for sure as to which is which.
I have around 50 circulated 2018 1 Piso coins here with me and I will see if I have one where the mintmark touches the rim but based on the image shown, I still say that the labels were interchanged.
Well, the images are probably not from the same person and they were certainly taken at different times with different lighting. One is lit from the direction above and one is lit from the direction below, this creates different highlights and shadows on the images, which is why you are getting confused. But if you look really closely, maybe taking the images and overlaying them, you will see that they are correctly labelled.
Although if you find the two variations within your coins, I am sure that Sjoelund will happily update the graphic for you if you can provide him with good enough quality images. Spend a few hours of your time to make the website better.

I can’t find one that touches the rim but here’s something that you might want to have a look. The base of the mintmark of coin 1 is aligned to the base of JOSE RIZAL. The base of the mintmark of coin 2 is below the base of JOSE RIZAL
