Hi Chuck. Compare yours to a certified example from one of the big auction houses like Great Collections. Here's a Canadian 1-Cent 1964 PL on the auction block right now: https://www.greatcollections.com/Coin/1747463/Canada-1964-Cent-KM-49-PCGS-PL-66-RD
When you click on the pictures for the PL example in the auction listing above in order to magnify it, can you tell the difference between that one and yours? PL strikes have a reflective (mirror like) surface with a noticeable contrast in design elements instead of the flat finish found on a normal business strike like the one shown in your picture.
Also keep in mind that PL strikes are essentially collector issues. You are not very likely to find a PL strike in pocket change, although it is possible if someone decided to remove it from the set and spend it.
