There has been a lot of discussions among catalogue admins about how to handle this need recently. Please bear with us while we look for the best solution.
The concept of “issuer” doesn't apply well to tokens and medals. We could potentially reuse it to denote the city of a business token or transportation token, like we already do for notgeld issued by a public city institution. If we do so, we may also want to implement the old idea to reorganize issuers according to several dimensions (geographical location, political affiliation, cultural affiliation) instead of the fixed tree we have now (which is based on a of those three concepts).
Having a separate field for the city was discussed too.
Another idea is to include the cities in the future project of more precise tags / design elements. If a medal or a souvenir banknote represents a city, it doesn't necessarily mean that it was issued in that city. We could rather associate the item to the city via a tag.
Finally, we also considered the possibility to rely more on the issuing entity. We just recently added the possibility to define the city where an issuing entity is located. We may want to use it to search and sort some kinds of tokens (trade tokens, transportation tokens).
