Is the Chinese paper copy regarded as a counterfeit note?

Regarding this fantasy note, there is a Chinese copy printed on paper, listed in the comments section.

Is that paper copy regarded as counterfeit?

Dans la mesure où cette copie n'est pas créé par son auteur on peut effectivement dire que c'est une contrefaçon.

What's interesting is that they went to some trouble to replace the design that was present in the original note's polymer window with a design that only shows up under UV.

See above, they made the white area appear blue under UVA. That's the copy note from China.
