So i am not sure.
I thought that Potosi has the “S” out of the column.
I am not able to determinate the date 1710 or 1719.

You are right: the S of Felipe V monogram should be free standing in Potosí's ½ Real cobs (the picture of Potosí ½ Real in Numista is wrong).
Your piece is a beautiful Lima ½ Real cob, with part of the peripheral legend and two visible dates, and I would say the year is 1719 since on the obverse I can see a small trace of the foot of the 9 and on the reverse side, the 0 for a 10 should be more elongated. But let's wait another opinion on date?
On the other hand, another clue that helps to differentiate Lima cobs from Potosí cobs is the shape of the dots that surround the monogram (obv.) and shield (rev.): Lima has quite regular, pearl-like dots; Potosí has quite irregular dots, which may resemble elongated drops, bars or small x.
Unfortunately I don't have a 1709 piece, but these two pices (1704 and a very dark 1706) may help to exemplify my explanations about the ½ Real Lima pieces of Felipe V:
