Hello, I am not sure which ruler this is, I am almost confiden that it's not Ivan IV. If anyone has an idea of who it is, it would be appreciated. 1 kopeck ~14mm.

Have a look at Ivan IV page 4, coin 25, 26, 27 they have a very similar legend

It does seem Ivan IV though: N#111785
