Another one I cannot find!

I am interested in this because it has a trail of colour-changing iridescent dots on it.  Oberthur Fiduciaire put similar dots on the 2005 Costa Rica 1000 Colones note.

Two sources I researched here indicate that this note was issued by de La Rue.
