A  voucher for a bar of soap during month of august of 1990 in Riga? Just a guess …

 

It dates from the last year of soviet ocupation of Latvia … Shortages were normal then, but don't know if they had a rationing system with vouchers.

No new swaps for the moment, still too many half-ongoing swaps to clean up!

Shortages were not that bad. Dunno about Latvia, but in the South we had almost three months when Moscow tried to convince us go back into the fold before deciding to convince with APCs when world was looking at Persian gulf. In the end they got themselves a problem of balancing Kaliningrad electric grid in 2025.

 

It took 80 years for your country to liberate itself from Spanish. Do you joke about that too or have soap jokes from German visits?
