Why would this be an error? It is simply a repurposed note while no new ones in large quantity were available shortly after the war. See the adhesive stamp on the left. P#1 - 7 are all like that.
But yes, there should be ‘adhesive stamp’ or similar in the title and maybe a short paragraph in the comments.
