@JLHare do you find a source in the page history for this coin being Israeli? As it has a text in Dutch (and additionally minted by Royal Dutch Mint), it looks like it was issued by a Dutch institution to commemorate the 40th anniversary of Israel.

This coin was indeed minted in Utrecht, the Netherlands. The brass version is registered on this site. But I can't find any silver... what would the mintage be?

@idan Do you have additional information, Otherwise I think it is better to move it to the Netherlands based on the Dutch text and mint, especially the Dutch text makes it look like that was the intended market.
