Curious set of Netherlands 1990 Limmen tokens

Just bought these two tokens in their original box today at a flea market, and discovered these are not listed on numista. They are a sterling silver proof on the left and probably a gold plated proof something metal on the right. I can't find much information online except one source that cataloged them. I am sure some of our Dutch friends here can fill me in on more of the provenance of these tokens. Apparently these celebrate the 1,250th year of founding back in 740AD.

Both measure 30mm, sterling silver weighs 12.5g, the plated weighs 8.6g.

 

So I am looking for more information on how many were issued, and what metal lies below the gold plated one?
