Water does not affect a legitimate note like what you have posted here. It is either a fake (copy) or it has been exposed to gasoline or some other type of ink-dissolving solvent. You would be best to take it to a bank asap b/c you'd be lucky to get 100 Rupees for it since its condition is very suspicious. Definitely NOT an error note (it is clearly post production damage).
