Quantity of Bhutan 1 Ngultrum notes issued in 1981

Does anyone know how many of this specific note were printed? N#210872

I can see that the A/1 prefix has space for 7 digits, which means theoretically there could be up to 9,999,999 notes issued - that does not have to be the case though. 

I've tried emailing the Royal Monetary Authority in Bhutan and till date, I have not received any answers. Surely someone has done some research on this or has some records of issued quantity? There is one website that states that 2,000,000 notes were issued. However, that's clearly incorrect given that I've seen notes with a serial number starting with 3.

If I keep quiet & walk away, it simply means..your stupidity isn't worth any more of my time.

Just as a comment:

Number printed and number issued don't necessaryly have to be the same (don't know the source of the 2 million).

You could have order and printed 3 million but issued only 2 of them the rest being destroyed or mothballed in some vault.

Thank you for that  -  I had forgotten that could be the case. In the meantime, I've got in touch with a well known blogger from Bhutan who collects coins, hopefully he can shed some light on these stats.
