but is a start …

Phoenicia. Tyre AD 98-117. Time of Trajan, 98-117 AD, year 224 (AD 98-99)
Bronze Æ

26 mm, 10,71 g

Obverse: Laureate head of Melqart-Hercules right, with lion skin tied around neck 

Reverse: Club upright, with civic monogram at handle; ΜΗΤΡΟΠΟΛΕⲰΣ in two lines, 

ΔΚΣ (date) and Phoenician legend below; all within oak wreath.

Catalogues: RPC III 3879; Rouvier 2233

 Both coins have lettering still not the same, but closer.

Thank you for the pointers, I was searching in an earlier period. Agree 100% Roman provincial Tyre. Not an exact match but this is the closest i can find:
