When searching for a coin, I see "view trade offers."
I assume those people have the coin in question to "trade/sell."
Once on their profile, the coin isn't listed at all. Worse still, the statement below doesn't mention any coins "for trade/sale."
Am I misreading those statements, or how do I see which coins are for trade/sale?
And if they are for sale, where do I see the price?

You are talking about „swap“ offers? If so then yes they should have them to „swap“ but not „sell“. You can narrow the search by selecting the country and composition of the coin in the filters.

Simply click on the profile name on the coin page in the „swap offers“ and this will take you directly to that members swap list.

No coins in Numista are for sale, this site is not a market place or online shop. Coins from members are for swap only, if there is value next to the swap listed coin, it is for personal reference purposes only, ie that member has assigned a monetary value to their coin and would expect a coin of similar value from your swap list in return.

You can find many of the answers to your the FAQ section of Numista, here is a link to how to swap coins;

Let me rephrase the question:

If I go to "trade" and click on any person, I do indeed see a certain number of coins.

Everywhere has a green dot.

Is this the "sign" that they have this coin to trade?

I don't think so, because the explanation is: I don't own this coin...

So how do I see which coins that person has to trade?

Yes, green dot means “I don't own this coin."  The “I” in that statement is you not the person you're looking at.  You (grijsje) don't own that coin.

So the green dot means the other person has this piece to trade.
Okay, now I can continue (I hope).

Everything in a person's swap list (as long as they've kept it up to date and didn't make any mistakes like adding a wrong year/variant) should be available for swap regardless of a green dot or an of the other symbols listed in your first post.

The green only signifys that you don't claim to own a type (catalog page), the exclamation mark that you own a different year/variant of that type the other symbols like heart and cross come from your wish settings/criteria.

These can be set under ‘My wishes’ in the upper drop down menu.
