OK… so… yes, it may well be سلطان on the first line, though I hesitated because when I searched for Artuqid coins in Google Images, at first sight they were all ملك not سلطان.
As for the detail, I agree this could be the key, but it doesn't make any sense as is. I think the best procedure would be to find the other Artuqid types with the kalima presented in the same way on the obverse and see if any reverse matches yours closely enough. The coin you show basically has the same distinctive obverse, but the reverse is too different to be helpful. For example the first line reads السلطان العادل with the definite article ("al-…") which is missing from your coin if one is to read سلطان. Also, the العادل part meaning “just” or “the just” is not part of the legend on yours, though the coins is very off-center and unevenly struck. If it's actually there, it would read عادل.
