It is from a salt water dredge recovery, and there was maybe an over zealous attempt at 'preserving' the coin by the finder. It tests as silver and I got it for under spot. I have the habit of saving coins that are destined for the melting pot.
I doubt it was modified though, if you look at The World Coins 1701-1800 catalog it is listed on page 94. Should I take a scan of the page?

I found this page on NGC Coin:

They list it as being minted from 1791-1808.
