The issuer is written in DeNG as 

 

Geestemünde (Han / Bre) 

 

I'm adding the notes for the Institut für Seefischerei (DeNG 1 412.1) (12 notes)

 

The correct placement would be under German Notgeld, Bremen, Federal State of  (I think)
