I think this is likely a coin or a token of Philip II

diameter: about 23mm

metal: copper

The fleur-de-lis beneath the bust is normally the mint mark of Bruges.  The place name is usually between 3:00-6:00 obverse, and we can see C …. LA  .  If the legend were complete, it would be COM FLA for COMES FLANDRIA (Count of Flanders).
