What is going on with this Dime? Is it Improperly Annealed?

Hi everyone,

I recently found this dime in a roll and am wondering if it is an error coin. At first I thought it might be a ground target coin but I compared it with other ones and it seems to be different. It weighs 2.22g which is within tolerance so it shouldn't be a missing clad layer coin. 

I tried to get a good picture showing off the bright copper color on the reverse so that is why there are two images.

Let me know your thoughts.

IMO it's a “off collar” strike.

I’ve seen UK coins such as florins and shillings with the same reaction, from spending a long time in water or the ground

It doesn't but I think the poster is correct that there's somethinkg amiss with the collar (see the sort of doubled rim for part of the reverse).

I wasn't talking about the colour.

Easy to notice coin was pressed “off centre” , usually named off collar.

Just my 0.001 cent opinion due to inflation + oil prices,🤔
