Estonia error 1 Kroon

Interesting Estonian 1 Kroon coin found in a bag of pre euro Estonian coins. The coin has a missing numeral at the end of the date which should be 1993 or 1995 for this type of issue so the possible missing number is a 3 or a 5. Detail on lions very weak also and on the numeral 1 for the beginning of the year. Some metal residue within the last 9 numeral also. My guess is a very worn die did this though I am no expert but it does not look like post mint damage to me. An ordinary 1993 and 1995 kroon coin in the photos also to show the differences in quality.

 looks filed down to me after leaving the mint. You can see a kinda dot. A left over from where there would have been a numeral.

Poor quality control in a post Soviet country trying to get back on its own feet after independence or a bored craftsman with a file. Who knows. Here's some more photos anyway.

 

 

I do not believe the file-theory, because you do not see any trace of filing on the edge.
Damage of the edge is unavoidable by using a file to remove 1 of the digits.
I guess the filled-die option is more likely.

I thought the same too. Nothing strange about the edge but the numeral 1 along with the lions has weak details along with the missing number 3 or 5 so I am more inclined to think this is due to the minting process. I am glad I bought this lot now. I only bought it because it had a bulk amount of the first kroons after independence that were shortly recalled in 1998 due to being similar to a German mark but worth considerably less. 

Have you checked the weight of the coins?
