This note appears on this website as a legal tender, is this just an oversight as some of the higher ones have been demonetized? If it is, indeed, a legal tender then it has the lowest face value note in the world, right now. Correct?

I actually recently had a discussion about this. Through some research, I found that this note is in fact still legal tender, despite being worth an insignificant fraction of 1 US cent. It is the lowest value legal tender banknote in the world.
On Bank Indonesia’s website, it is listed as one of the circulation banknotes and gets full documentation as if it were any other note: https://www.bi.go.id/id/rupiah/gambar-uang/default.aspx
