arab script on Mongol dirham: what's the mint?

it is a Töle Buqa/Talabuga Khan silver dirham, 1.40 gr. , 19 mm. 

The tamgha on the reverse is Töle Buqa's.

On the obverse an arab script. 

I can recognize the date in the lower line AH: 686 (=1288 AD).

In the middle line the first two characters I guess it means  “struck in”.

On the top line it should be the Mint. It has been sold to me as a Qrim (Crimean) mint.

But, based on https://www.numisforums.com/topic/5141-identification-guide-to-islamic-golden-horde-dangs-part-ii-mints/

it looks rather much more like this mint:

that is the mint of Bulghar followed by something looking like 文 (?)

Is it correct? And what's the meaning of the remaining part of the second line? the Khan name?
