2004 Philippines 1 peso with 1993 reverse - Mule error?

Hi Everyone found this 2004 1 peso non magnetic.Is this the known 1993/2004 mule error?

Looks just like it should. N#17107 The year 1993 on the reverse refers to the year the BSP was established as the country's central monetary authority.   And it's magnetic.
