Mint error or PMD? (Sudan 1983 20 qirsh)

Dear Collectors!

I've recently received a 1983 Sudan FM CSAN set, and noticed that 20 qirsh has a small part of its planchet missing.

Otherwise this coin is UNC (as well as other coins from this set), and does not have any other potential PMDs.

My first thought was that it might be a clipped error, however, I do not see Blakesley effect. Although, since the clip is very small, it might not manifest itself.

 

What do you think?

If it's an official mint (there's no 1983 set in Krause) set it can't be PMD.

It's a Franklin Mint “Coin Sets From All Nations" set, so about as close to official as you can get without being official. The coin definitely just has a small clip.

It is a “Coin sets of all nations” set by Franklin Mint, so not official. From what I read somewhere, they used to buy coins straight from the mints/central banks, and package them, which is why in almost all of their sets coins are uncirculated. (There are some countries for which they did put coins from circulation. Plus in some sets bronze/brass coins tend to have black spots)

In this set all coins are uncirculated. 20 qirsh also seems to be uncirculated, but has that thing going on with its edge

Haha, yes, that's a good way to summarize it. 

Coin having a clip doesn't surprise me, considering the poor quality of coins produced by Khartoum Mint. Just wanted to make sure it is indeed a clip. Thank you!
