"New Drain": "Novih" is "New" in Serbian (also spoken in Yugoslavia). Dinar, anagram of Drain
"Electric shock": Something with Nikola Tesla. Electricity can be generated with the assistance of difference in metals...both of the 2 following coins contain Copper, Zinc and Nickel. Some sinks contain copper and nickel. A drain is part of a sink.

I am going to throw in a guess now. I am going to say the Zimbabwean dollar. It is dodgy because almost every six months it changes until 2009 when it was abandoned all together. The shock comes from it being in such high denominations. And until is was abandoned the currency was a dollar. Probably not right but it is worth a try.
