Without seeing the reverse, I'd say KM#19, although the example here doesn't appear to have the date stamped where you've circled, or maybe it just isn't showing in the picture:

please to see reverse. i have also km#19 without dates but this is different coin
Look at the end of the country in the Krause catalog. It's a commemorative issue.

Some Tonga coins of the 1967-1968 series were later counter-marked and sold to collectors. Maybe your coin is from one of those sets.

For example search for the listing of 'Tonga 1967 Proof set' at the site http://www.numismatic.biz/worldc/worldcoinproofsets.htm

It says "Only 1,577 coins/sets issued each with a special countermark on obv. In box of issue."
