As far as I know, it is not from Peter the Great. If it was and if you had any chance of identifying it as from Peter the Great, you need the following legend shown:
ПЕТР
which is Peter in Russian. Can't seem to find it on your coin. All the other words are similar between Tsars...
It's a silver wire Kopek of Alexey Mikhailovich. He was father of Peter the Great and ruled as Russian tzar from 1645 to 1676. Some silver was probably filed off this little coin and the mint mark is off flan.
