It is illegal to export coins from many countries (Kenya and Morocco for example) I just smuggled them out when I visited. Disguised coin packages sent by post should get through, unless they have VERY dilligent x-ray checks on the outgoing mail in Serbia?
That said, 10 EUR is nothing (well about three pints of beer here in the UK), so why not just buy the certificate?

In my country i do that, i know i can't ship coins to international,because they're not allowed to ship that coins. And my coins has arrived sucessfully..
