It is a Lucky charm.
A dragon is a symbol for luck, wealth...
I think the legend is (top-bottom):
positive morality or positive thinking

the symbols right-left are 'Tong Bao' which usualy means 'reign of'

thanks for the info guys!... was driving me nuts, trying to read a language that i don't know!

oh well,... I'm not interested in non-military tokens/charms.. anyone want this in swap for a German Mark coin or something,  pm me!
