16?? monarchs head + rampant lion ? Austria [solved]

I have looked through Krause and used various searches (with wildcards) on Numista but still have not managed to identify the following copper (maybe billon) coin. I believe it may be early 17th century Austrian or one of the German states.

Looks to be German States but Im not 100% sure.

The ruler has some similarities to Emperor Charles V, or Karl V (In German)
