1940/1941 Canada 1 Cent

Were Canadian 1 cents from 1940 & 1941 ever minted in Cu/Ni, or am I looking at some sort of a university science experiment that just went very well ?
Both coins weigh circa 3.05g, and there's no sign of bronze in the holes, or rim / edge "plating overlap or gap".


They are used as pendant (holes) . So they are propably very well silver plated.
I could not find anything on special issues for this coin.
