Apparently it's not Hugo Chavez, but what was it?

It's the signature in small letters on the reverse at the bottom. ¡Seguramente un otro Chávez!
The one pictured in the catalogue is "with Chavez". I tried this in Google Images
"5 centimos" perú 1992 1997
and got both types side by side.
