Is this a coin, token, or just garbage?

Got this thing today and I have no idea what it is.


Looks like a tourist souvenir token imitating something incomprehensible (the crest looks like the one on ancient Kievan Rus coins but the inscription is in an unknown script, if this is a script at all).
